[SMM Hydrogen Energy Policy Update] Xiamen, Fujian: Soliciting Opinions on the "Xiamen City Action Plan for High-Quality Development of the Hydrogen Energy Industry (2025-2027) (Draft for Soliciting Opinions)"

On June 10, the Xiamen Municipal Development and Reform Commission issued a request for comments on the "Action Plan for the High-Quality Development of Xiamen's Hydrogen Energy Industry (2025-2027) (Draft for Public Comments)".

The document states that in terms of technological innovation, efforts will be made to establish one national-level innovation platform. Leveraging scientific research strengths in catalysts, membrane electrodes, hydrogen storage materials, and other resources as sources of innovation, the focus will be on driving breakthroughs in core technologies for complete sets of electrolysis-based hydrogen production equipment, solid-state hydrogen storage materials and equipment, complete sets of hydrogen fuel cell equipment, hydrogen-powered vehicles, hydrogen backup power supplies, as well as corresponding key materials, parts, and system integration. This will result in a batch of technological achievements with independent intellectual property rights, maintaining international leadership in core technologies.

In terms of industrial cultivation, active efforts will be made to attract and cultivate a group of leading enterprises with core competitiveness and related supporting enterprises, enhancing the rootedness and competitiveness of the industry chain. Hydrogen energy industrial parks will be planned and constructed in qualified areas such as the airport economic zone to promote the integrated development of the hydrogen energy industry's "production, storage, transportation, refueling, and utilization", achieving localized production of key technological equipment and parts and encouraging exports. By 2027, the output value of the hydrogen energy industry is expected to exceed 10 billion yuan.

In terms of demonstration applications, innovative management mechanisms for hydrogen energy infrastructure will be established, and scenario innovations will be carried out to promote the large-scale and commercialized promotion and application of hydrogen energy. Led by applications in the transportation sector, by 2027, the scale of fuel cell vehicles in the city is expected to exceed 300 units, and a supporting infrastructure system for hydrogen energy will be initially established. Explorations will be made into the application of hydrogen energy in marine fuels, backup power supplies, off-grid ultra-fast charging, and other areas, forming a demonstration application chain for the hydrogen energy industry with local characteristics.

The key tasks are as follows:

To establish a source of technological innovation for the hydrogen energy industry. Strengthen the research and development of key core technologies, plan and construct innovation support platforms for the hydrogen energy industry, and improve the construction of hydrogen energy standards systems.

To build an advanced manufacturing base for the hydrogen energy industry. Attract and cultivate leading enterprises in the hydrogen energy sector and plan hydrogen energy industrial parks.

To orderly develop demonstration application scenarios for hydrogen energy. Gradually promote demonstration applications in the transportation sector and focus on expanding demonstration applications in multiple fields.

To comprehensively optimize the development environment for the hydrogen energy industry. Coordinate the planning and construction of hydrogen energy infrastructure, establish a multi-channel hydrogen supply system, construct a mechanism for realizing the green value of hydrogen energy, and actively carry out international cooperation in the hydrogen energy field.
